If a customer buys a drug product at a California dispensary in my area, and the product is too strong, the product cannot be returned or refunded. In addition, the product is unlike a prescription. A person cannot legally 'mail' the product to a drug
disposable company and have a record that the product was returned due to too
strong and a question as to the qualifications of the limit of drug in the product;
which puts the liability onto the customer.
Legal actions have begun to be filed from customers having got into trouble with the law while using the drug, and the limit of drug in products sold at dispensaries is being question in legal court cases; right now, at the date of this entry

So, my telling this information is bad for the dispensaries when people don't want to purchase products from their company due to the growers hybrid products sold to the dispensaries. The dispensaries would then have to file court case against the growers.
Putting the customer in the middle of a legal mess.
Meanwhile, the US administration wants to lower the law on dispensary drugs so that potency qualifications are less regulated. There is also news which tells that some areas want to slow the miles per hour to drive a car. The legal cases involve drivers who used products, then drove a car, then were over the limit of use of the drug in a product purchased from a dispensary.
What is happening? AND the state is 'missing' or does not have information as to where or how 20 billion dollars was spent and/or went missing?
This is to block additional funds to California. Does that include emergencies?

Lower the regulations in order for growers to be able to sell the hybrid product at the higher dose without it being illegal? but lower the driving speed limit?
